In a large bowl, mix shredded chicken, cream cheese, sour cream, cheddar cheese, bell peppers, green onions, garlic powder, onion powder, paprika, salt, and pepper until well combined.
Assemble the Roll-Ups:
Lay one tortilla flat. Spread a generous layer of filling evenly, leaving a small border at the edges. Roll tightly into a log. Repeat with remaining tortillas and filling.
Chill and Slice:
Wrap the rolls in plastic wrap and refrigerate for at least 30 minutes to firm up. Once chilled, slice into bite-sized pieces.
Serve:
Arrange on a platter and garnish with fresh cilantro if desired.
