Preheat Oven: Preheat your oven to 375°F (190°C).
Cook Meat & Veggies: In a large skillet, heat olive oil over medium heat. Add chopped onion and garlic; sauté until translucent. Add ground beef or lamb and cook until browned.
Add Vegetables: Stir in the diced red bell pepper and carrot. Cook for 5-7 minutes until softened. Season with salt and pepper to taste.
Prepare Potatoes: Meanwhile, peel and slice potatoes into thin rounds.
Assemble Bake: In a greased baking dish, layer half the sliced potatoes, then spread the meat and vegetable mixture evenly. Add remaining potatoes on top.
Bake: Cover with foil and bake for 45 minutes. Remove foil and bake an additional 15 minutes until potatoes are tender and golden on top.
Serve: Let rest for 10 minutes before slicing and serving.
