In a medium saucepan, combine the water, raisins, and chopped apricots. Bring to a boil, then reduce heat and simmer for about 10 minutes until the fruit softens.
Remove from heat and drain the fruit, reserving some of the soaking liquid. Set aside to cool slightly.
In a large mixing bowl, cream together the softened butter, cream cheese, and sugar until smooth and fluffy.
Gradually add the softened dried fruit mixture to the creamed ingredients, folding gently to combine. If the mixture is too thick, add a few tablespoons of the reserved soaking liquid to reach desired consistency.
Transfer the mixture into a serving dish or individual ramekins and chill in the refrigerator for at least 2 hours before serving to allow flavors to meld and texture to set.
