Peel and slice the onions. Pour boiling water over them and let sit briefly. Drain well.
Boil the potatoes and carrot until tender, then mash or grate finely.

In a large bowl, combine onions, potatoes, carrot, eggs, garlic, spring onions, dill, tomato, cheese, sour cream, mayonnaise, and flours.
Season with ground paprika, dried Italian herbs, and salt to taste.
Melt butter and a little vegetable oil in a pan over medium heat.
Pour the mixture into the pan and cook gently on low heat, stirring occasionally until set and golden.
Serve warm, optionally with extra sour cream or fresh herbs.
