Preheat oven to 200°C (390°F) if baking.
In a small bowl, mix ground flaxseed and water; let sit 5 minutes to thicken.
In a food processor, combine chickpeas, oats, nutritional yeast, onion, garlic, soy sauce, smoked paprika, cumin, pepper, flour, and flax egg. Pulse until mixture holds together but still has some texture.
Shape mixture into small nugget-sized pieces.
For baking: place nuggets on a greased baking sheet, lightly brush with oil, bake 20–25 minutes, flipping halfway, until golden and crisp.
For frying: heat oil in a pan over medium heat, fry nuggets until golden brown on all sides. Drain on paper towels.
