Preheat the oven to 200°C (390°F) and line a baking tray with parchment paper.
Peel and grate the potatoes and carrot. Use a clean kitchen towel to squeeze out excess moisture.
In a large bowl, combine the grated vegetables with eggs, garlic powder, paprika, Italian seasoning, parsley, and flour. Mix until well combined.
Add the diced bacon and mix again.
Use your hands or a spoon to form patties or small mounds and place them on the prepared tray.
Bake for 25–30 minutes, flipping halfway, until golden brown and crispy on both sides.
Serve warm with your favorite dipping sauce or as a side to meat or salad.
