Preheat oven to 190°C (375°F).
Cook the meat: In a pan, heat olive oil and sauté the onion and garlic until soft. Add minced meat and cook until browned. Stir in tomato paste, paprika, oregano, salt, and pepper. Cook for 5–7 minutes.
Layer the dish: In a baking dish, layer half of the potato slices, followed by the meat mixture, then top with the remaining potatoes.
Bake: Cover with foil and bake for 40 minutes. Remove foil, sprinkle with cheese (if using), and bake another 10–15 minutes until golden.
Serve warm with a green salad or steamed veggies.
