In a large bowl, combine the chopped vegetables, cooked quinoa or rice, chickpea flour, garlic powder, cumin, salt, and pepper. Mix well to form a thick batter.
Heat olive oil in a non-stick skillet over medium heat.
Scoop spoonfuls of the mixture and shape into small patties or bites.
Cook the patties for 3-4 minutes on each side or until golden brown and cooked through.
Remove and drain on paper towels.
