Preheat your oven to 200°C (400°F) and grease a muffin tin with butter or oil.
In a large mixing bowl, combine the mashed potatoes, eggs, cheddar, Parmesan, green onions, milk, garlic powder, salt, and pepper. Mix until well combined.
In a separate bowl, whisk together the flour and baking powder. Add this to the potato mixture and stir until fully incorporated.
Spoon the batter into the prepared muffin tin, filling each cup about three-quarters full.
Bake for 20–25 minutes, or until the tops are golden brown and slightly crispy.
Let the muffins cool in the pan for 5 minutes before removing and serving.
