Preheat oven to 375°F (190°C).
Cook rigatoni according to package instructions. Drain and set aside.
Season steak tips with salt and pepper.
Heat olive oil in a skillet over medium-high heat. Sear steak tips until browned on all sides. Remove and set aside.
In the same skillet, melt butter and sauté minced garlic until fragrant.
Add cooked pasta to the skillet; toss to coat in garlic butter.
Arrange steak tips over the pasta in the skillet.
Sprinkle mozzarella and Parmesan cheeses evenly over the steak tips and pasta.
Bake for 15–20 minutes until cheese is melted and bubbly.
Garnish with chopped parsley and serve hot.
