Simmer the raisins: In a medium saucepan, combine water and raisins. Bring to a boil, then reduce the heat and simmer for 10 minutes. Remove from heat and allow to cool slightly.
Mix the wet ingredients: Stir the vegetable oil and vanilla extract into the cooled raisin mixture.
Prepare the dry ingredients: In a large bowl, whisk together flour, brown sugar, cinnamon, cloves, salt, and baking soda.
Combine: Pour the raisin mixture into the dry ingredients and stir until well combined. Do not overmix.
Bake: Pour the batter into a greased 9x5-inch loaf pan. Bake at 350°F (175°C) for 45–50 minutes, or until a toothpick inserted in the center comes out clean.
Cool: Let the loaf cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
