Preheat your oven to 175°C (350°F). Grease and flour two 9-inch (23 cm) round cake pans.
In a large mixing bowl, sift together the flour, cocoa powder, sugar, baking powder, baking soda, and salt.
In another bowl, whisk together the eggs, buttermilk, oil, and vanilla until smooth.
Add the wet mixture to the dry ingredients and mix until just combined.
Slowly pour in the hot water or coffee and stir until smooth. The batter will be thin.
Divide the batter evenly between the prepared pans.
Bake for 30–35 minutes or until a toothpick inserted in the center comes out clean.
Let the cakes cool in the pans for 10 minutes, then transfer to a wire rack to cool completely before frosting.
