Marinate beef in 1 tbsp soy sauce and cornstarch for 15 minutes.
Make the sauce: Mix soy sauce, oyster sauce, hoisin sauce, sugar, and black pepper.
Stir-fry beef in hot oil until browned. Set aside.
Cook garlic, onions, and peppers in the same pan until slightly softened.
Return beef to pan. Pour in sauce. Cook 1–2 minutes until thick and glossy.
Serve with rice or noodles.
