In a bowl, mix the chopped shrimp, cream cheese, green onions, garlic, soy sauce, sesame oil, and white pepper until well combined.
Place about 1 teaspoon of the filling in the center of each wonton wrapper.
Moisten the edges with water, fold into a triangle or desired shape, and press edges firmly to seal.
Heat oil in a deep pan or fryer to 350°F (175°C).
Fry wontons in batches until golden brown and crispy, about 2-3 minutes. Drain on paper towels.
Serve hot with soy sauce or sweet chili sauce for dipping.
