Peel the potatoes and grate them finely. Place the grated potatoes in a clean cloth and squeeze out excess moisture.
In a bowl, mix the grated potatoes with salt, potato starch, paprika, and marjoram until well combined.
In a small saucepan, melt the butter over low heat. Add minced garlic and sauté gently until fragrant.
Stir in the flour and cook for 1 minute, then gradually add the milk, stirring continuously to form a smooth sauce.
Remove from heat and add the cheese slices, stirring until melted and combined.
Add this cheese mixture to the potato mixture and combine thoroughly.
Heat sunflower oil in a frying pan over medium heat. Shape the potato mixture into small patties and fry until golden brown and crispy on both sides, about 3-4 minutes per side.
Drain on paper towels and serve hot.
