Brown the beef: In a skillet, cook the ground beef over medium heat until browned. Drain excess fat.
Prepare slow cooker: Add the browned beef, diced onion, minced garlic, crushed tomatoes, beef broth, dried basil, dried oregano, salt, and pepper into the slow cooker. Stir well.
Cook: Cover and cook on low for 6-8 hours or on high for 3-4 hours.
Add tortellini: About 30 minutes before serving, add the cheese tortellini to the slow cooker. Stir and cover until the tortellini is tender.
Serve: Ladle soup into bowls and garnish with fresh parsley or basil if desired.
