Pat the beef chuck roast dry with paper towels.
Rub olive oil all over the roast.
Mix salt, black pepper, and garlic powder in a small bowl, then season the roast evenly with this spice blend.
Place the roast on a rack in a roasting pan.
Roast in the oven for about 2.5 to 3 hours, or until the internal temperature reaches 135°F (57°C) for medium-rare, or adjust to your desired doneness.
Remove the roast from the oven and let it rest for 15 minutes before slicing.
