Preheat the oven to 190°C (375°F).
Grate the potatoes and squeeze out excess moisture using a clean towel.
Mix grated potatoes with potato starch, oregano, salt, chili powder, and olive oil.
Press the mixture into a greased baking dish to form a base.
Bake for 20 minutes until the potato base begins to crisp.
Meanwhile, whisk eggs with chopped onion, bell pepper, greens, milk/cream, and cheese if using.
Pour egg mixture over the baked potato base.
Return to the oven and bake for 25–30 minutes, until set and golden.
Let cool slightly, then garnish with parsley before serving.
