Cook tortellini according to package instructions; drain and set aside.
In a large skillet, heat olive oil over medium-high heat. Add steak strips and cook until browned; remove and set aside.
In the same skillet, sauté onions, bell peppers, and garlic until tender.
Reduce heat to low, add heavy cream and provolone cheese, stirring until melted and smooth.
Return steak to the skillet, mix with the sauce.
Add cooked tortellini and gently toss to coat evenly.
Season with salt and pepper to taste.
Serve hot, garnished with fresh parsley if desired.
