Preheat the oven to 180°C (350°F).
In a large skillet, sauté the onion and garlic until softened. Add the ground beef and cook until browned. Drain excess fat.
Stir in the taco seasoning and water. Simmer for 5–7 minutes until the sauce thickens.
In a baking dish, spread a thin layer of refried beans on the bottom. Place two tortillas over the beans.
Layer half of the seasoned beef over the tortillas, followed by a layer of salsa, sour cream, and a mix of cheddar and mozzarella cheeses.
Repeat the layers: tortillas, remaining beef, salsa, sour cream, and cheese.
Top the final layer with the remaining cheese.
Cover with foil and bake for 25 minutes. Remove foil and bake an additional 10 minutes until cheese is bubbly and golden.
Let rest for 5 minutes before serving. Garnish with fresh cilantro if desired.
