Preheat your oven to 375°F (190°C).
In a large skillet, cook the ground beef or turkey with diced onion over medium heat until browned and cooked through. Drain excess fat.
Add the taco seasoning and water to the meat, simmer for 5 minutes until sauce thickens. Remove from heat.
In a greased 9x13-inch baking dish, spread a thin layer of salsa.
Layer half of the tortilla pieces evenly over the salsa.
Spread half of the seasoned meat mixture over the tortillas.
Add half of the black beans and corn evenly.
Dollop half of the sour cream over the layer, then sprinkle with half of the cheddar and mozzarella cheeses.
Repeat layers with remaining tortillas, meat, beans, corn, sour cream, and cheeses.
Cover the dish with aluminum foil and bake for 25 minutes. Remove foil and bake for an additional 10 minutes, until cheese is bubbly and golden.
Let cool for 5 minutes before serving. Garnish with optional toppings if desired.
