Preheat oven to 375°F (190°C).
Cook pasta according to package instructions; drain and set aside.
In a large skillet, heat olive oil over medium heat. Add onion and cook until softened.
Add garlic and cook for another minute.
Stir in flour and cook for 1 minute to form a roux.
Gradually whisk in milk until smooth. Simmer until sauce thickens.
Stir in Parmesan cheese, oregano, salt, and pepper.
Add shrimp to the sauce and cook until shrimp turn pink and are cooked through.
Combine cooked pasta with the shrimp sauce and mix well.
Transfer mixture to a 9x13-inch baking dish.
Mix bread crumbs with melted butter; sprinkle evenly over pasta.
Bake for 20 minutes or until bubbly and golden on top.
