Boil and mash the potatoes. In a pan, sauté the chopped onions and bell peppers until soft.
Add the mashed potatoes, salt, black pepper, cheese, and scallions. Mix well. Let cool.
Make the Dough:
Mix flour, salt, and sugar. Gradually add water to form a soft dough. Knead with a bit of oil until smooth. Cover and let rest for 10–15 minutes.
Assemble the Rolls:
Divide the dough into equal parts. Roll each into a small oval sheet.
Place some filling in the center and roll tightly, sealing the edges with water.
Fry the Rolls:
Heat oil in a deep pan. Fry the rolls on medium heat until golden brown and crispy.
Remove and place on paper towels to drain excess oil.
