Preheat your oven to 180°C (350°F).
Heat olive oil in a large skillet over medium heat. Add the onion, green pepper, garlic, and chili. Sauté until vegetables soften.
Add ground beef, breaking it up with a spoon. Cook until browned and no longer pink.
Stir in paprika powder, chopped fresh tomatoes, tomato sauce, and oregano. Simmer for 15-20 minutes until the sauce thickens. Season with salt and pepper.
In a large bowl, mix the cooked spaghetti with the meat sauce until well combined.
Transfer the mixture into a greased baking dish. Sprinkle grated cheese evenly on top.
Bake in the preheated oven for 20-25 minutes or until the cheese is melted and golden.
Let it rest for 5 minutes before serving.
