In a small bowl, mix beef broth, soy sauce, brown sugar, and black pepper.
Place sliced beef, bell peppers, onions, and garlic into the crock pot.
Pour the sauce mixture over the ingredients and stir to combine.
Cover and cook on low for 6–7 hours or on high for 3–4 hours, until beef is tender.
In the last 30 minutes of cooking, mix cornstarch and water in a small bowl. Stir the slurry into the crock pot to thicken the sauce.
Let it simmer until the sauce reaches desired consistency.
