Marinate beef in soy sauce and a pinch of pepper. Set aside.
Heat oil in a pot. Scramble the eggs until just set, then remove and reserve.
In the same pot, sauté garlic until fragrant, then add the tomatoes.
Cook tomatoes until soft and saucy (5–7 min), add sugar if needed.
Add marinated beef and cook until browned.
Pour in broth and bring to a boil. Add salt and pepper to taste.
Add noodles and cook according to package instructions.
Return the scrambled eggs to the pot, stir gently.
Drizzle sesame oil, garnish with spring onion, and serve hot.
