Grate the zucchini and carrot finely. Squeeze excess moisture from the zucchini using a clean cloth or paper towel.
In a large bowl, combine ground beef, grated zucchini and carrot, eggs, chopped green onions, dill, and parsley.
Season with salt, black pepper, and your preferred spices.
Add the flour and mix everything thoroughly until well combined.
Heat a non-stick skillet over medium heat with a little oil.
Form the mixture into small patties or cakes and fry until golden brown on both sides and cooked through, about 4-5 minutes per side.
