Grate the potatoes and squeeze out excess moisture using a clean kitchen towel.
In a large bowl, combine grated potatoes, chopped pepper, mushrooms, and spring onions.
Add the eggs, flour, grated mozzarella, salt, and pepper. Mix until well combined.
Heat a non-stick pan with a little oil over medium heat.
Scoop a spoonful of the mixture into the pan and flatten it slightly.
Cook each side for 3–4 minutes until golden brown and crispy.
Transfer to a plate lined with paper towels and repeat until the batter is used up.
