In a large bowl, combine the mashed potatoes, herbs, paprika, flour, and salt. Mix well until it forms a pliable dough.
Take a portion of the potato mixture, flatten it in your palm, and place a cube of mozzarella in the center. Wrap the mixture around the cheese to form a ball.
Lightly coat each ball with flour.
Heat oil in a deep pan over medium heat. Fry the balls in batches until golden brown and crispy.
Remove and drain on paper towels.
