In a large pot, bring the water or vegetable broth to a boil.
Add the diced potatoes, carrot, and bell pepper. Simmer for 10 minutes.
Stir in the shredded cabbage and continue cooking for another 10-15 minutes until all vegetables are tender.
Season with salt, pepper, and optional herbs according to taste.
Remove from heat and serve warm.
