In a small bowl, sprinkle the gelatin over the 5 tablespoons of water to let it bloom for about 5 minutes.
In a blender, combine the condensed milk, cream milk, coconut milk, and powdered milk. Blend until smooth.
Warm the bloomed gelatin gently until fully dissolved, either in a microwave for 10-15 seconds or over a double boiler.
Add the dissolved gelatin to the blender and pulse a few times to mix thoroughly.
Pour the mixture into a mold or serving dishes.
Refrigerate for at least 4 hours or until fully set.
Before serving, sprinkle shredded coconut on top if desired.
