Begin by boiling the potatoes in salted water until soft. Once cooked, drain them and mash them thoroughly. Set aside to cool.
In a separate pan, heat a tablespoon of olive oil and sauté the chopped onion and garlic until softened.
Add the ground beef to the pan and cook until browned. Season with paprika, salt, and pepper. Once the beef is cooked, set it aside to cool.
In a large mixing bowl, combine the mashed potatoes, grated cheddar cheese, breadcrumbs, egg, and a bit of milk. Season with salt and pepper.
Take a spoonful of the potato mixture, flatten it in your palm, and add a spoonful of the cooked beef mixture in the center. Fold the potatoes around the beef to form a cake.
Heat olive oil in a pan over medium heat and fry each potato cake until golden and crispy on both sides.
Remove from the pan and drain on paper towels.
Serve hot with your favorite dipping sauce or a side salad.
