Preheat your oven to 375°F (190°C).
Cook the Vegetables:
In a large pot of boiling water, cook the broccoli and cauliflower florets for about 5-7 minutes, until tender but still slightly firm. Drain and set aside.
Make the Cheese Sauce:
In a medium saucepan, melt the butter over medium heat. Add the flour and whisk for about 1 minute to create a roux. Gradually add the milk while whisking continuously to avoid lumps. Cook until the sauce thickens, about 5-7 minutes. Stir in the cheddar cheese, Parmesan, garlic powder, salt, and pepper. Continue stirring until the cheese melts and the sauce is smooth.
Combine and Bake:
In a large baking dish, combine the cooked broccoli and cauliflower. Pour the cheese sauce over the vegetables and toss gently to coat. Top with extra cheese if desired. Bake for 20-25 minutes, or until the top is golden and bubbly.
