In a mixing bowl, combine sour cream, shredded cheddar cheese, milk, crumbled bacon, chopped green onions, garlic powder, salt, and black pepper.
Add the drained potatoes to the bowl and gently mix to combine. Transfer the mixture into the prepared baking dish.
Top with shredded mozzarella cheese and bake for 25-30 minutes until the cheese is bubbly and golden brown.
