Prepare the cake mix: Follow the instructions on the German chocolate cake mix box, combining the required ingredients (water, oil, and eggs).
Layer the batter: Pour half of the prepared batter into a 13x9 inch baking pan.
Bake the first layer: Bake the batter in the preheated oven at 350°F (175°C) for 15 minutes, then remove it from the oven and let it cool.
Make the caramel topping: In a double boiler, combine the caramels, evaporated milk, and melted butter. Stir constantly until the mixture is completely melted and smooth.
Add the caramel: Pour the melted caramel mixture over the cooled cake layer.
Top with pecans and chocolate chips: Sprinkle 1 cup of pecans and chocolate chips over the caramel layer.
Add the remaining batter: Pour the remaining cake batter on top of the caramel, nuts, and chocolate chips.
Finish baking: Bake for an additional 20 minutes at 350°F (175°C) until the cake is fully set and a toothpick comes out clean.
Cool and enjoy: Let the cake cool before serving to allow the layers to set.
