In a large mixing bowl, combine flour and salt. Add the cold cubed butter.
Use your hands or a pastry cutter to break the butter into the flour — leave visible chunks of butter.
Add ice water (and vinegar if using) gradually and mix just until a rough dough forms.
Place dough between two sheets of parchment paper. Roll it into a large rectangle.
Fold the dough in thirds like a letter, rotate 90 degrees, and roll out again. Repeat 2 more times.
Wrap the dough in plastic wrap and chill for 1 hour minimum (up to overnight).
Roll out and use as desired for pies, tarts, or turnovers.
