Heat olive oil in a large skillet. Add chopped onion and cook until translucent.
Add garlic and green onion; cook for another minute until fragrant.
Stir in the ground beef and cook until browned. Season with salt, pepper, paprika, Italian herbs, and a pinch of nutmeg.
Add the chopped cabbage and stir well. Cover the skillet and let it cook over medium heat for about 15 minutes, stirring occasionally.
Mix the yogurt and tomato paste in a bowl. Pour this mixture over the beef and cabbage, stir to combine, and let it simmer uncovered for another 5–7 minutes.
Sprinkle with fresh dill before serving.
