In a bowl, combine the sliced steak, soy sauce, and cornstarch. Toss to coat evenly and let marinate for 10–15 minutes.
Heat 1 tablespoon of oil in a large wok or skillet over high heat.
Sear the beef in batches until browned but not overcooked (about 1–2 minutes per side). Remove from the pan and set aside.
Add a bit more oil if needed, then stir-fry the onions and bell peppers for about 3–4 minutes until slightly tender but still crisp.
Add the garlic and cook for 30 seconds until fragrant.
Return the beef to the pan and add black pepper, oyster sauce, hoisin sauce, and water. Stir well to coat everything in the sauce.
Cook for another 1–2 minutes until heated through and the sauce slightly thickens.
Serve hot over steamed rice or noodles.
