Preheat oven to 350°F (175°C). Line a 9x13-inch baking sheet with parchment.
Beat eggs and sugar until fluffy. Add vanilla, then sift in flour, cocoa, baking powder, and salt.
Mix in milk and oil. Spread batter evenly and bake for 10–12 minutes.
Roll the Cake:
While hot, invert onto a powdered sugar-dusted towel. Roll gently and let cool.
Make the Filling:
Beat peanut butter, powdered sugar, butter, vanilla, and milk until smooth.
Fill and Roll:
Unroll the cooled cake, spread with filling, and roll up again.
Make the Topping:
Heat cream to simmer, add chocolate chips, stir to melt. Drizzle over the roll.
Decorate:
Top with chopped Reese's Cups. Chill before slicing.
