In a bowl, mix boiled (or squeezed grated) potatoes, onion, red bell pepper, salt, black pepper, scallion, and mozzarella.

Form Patties:
Divide the mixture into equal portions and shape into flat round patties.

Coat the Patties:
Beat the eggs in one bowl, and place flour in another. Dip each patty first in flour, then in egg.

Pan-Fry:
Heat oil in a pan over medium heat. Fry the patties until golden and crispy on both sides.
