Start by boiling a pot of salted water. Once boiling, add the rotini pasta and cook according to the package instructions (typically around 9-11 minutes). Drain and set aside.
Season the steak bites with salt and pepper.
Heat a tablespoon of olive oil in a large skillet over medium-high heat. Add the steak bites and cook for 3-4 minutes until browned and cooked to your desired level of doneness. Remove from the skillet and set aside.
In the same skillet, melt the butter over medium heat. Add the minced garlic and sauté for 1-2 minutes until fragrant.
Pour in the heavy cream, stirring constantly, and bring to a simmer. Once it begins to simmer, reduce the heat and add the parmesan cheese, stirring until the sauce thickens and becomes creamy.
Season the sauce with salt and pepper to taste.
Add the cooked rotini and steak bites to the skillet, stirring gently to combine everything evenly and coat with the creamy garlic parmesan sauce.
Garnish with chopped parsley, if desired, and serve immediately.
