Brown the beef: In a large pot over medium heat, cook the ground beef until browned, breaking it apart with a spoon. Drain any excess fat.
Sauté aromatics: Add the diced onion and minced garlic to the beef. Cook for 3–4 minutes until the onion is translucent and fragrant.
Add vegetables: Stir in chopped cabbage and sliced carrots. Cook for another 5 minutes, stirring occasionally.
Pour in liquids: Add the beef broth and water. Stir to combine and season with salt and pepper.
Simmer: Bring the mixture to a boil, then reduce heat. Cover and let simmer for 30–40 minutes, until the vegetables are tender.
Serve: Ladle into bowls and serve hot.
