Preheat the oven to 350°F (175°C) and grease a baking sheet or line it with parchment paper.
Prepare the dough: In a large mixing bowl, combine flour, baking powder, baking soda, salt, and sugar. Add the molasses, milk, butter, and egg. Stir until a dough forms.
Shape the buns: Turn the dough out onto a floured surface and gently knead it a few times. Roll it out to about 1/2-inch thickness. Using a round cookie cutter or a glass, cut the dough into circles.
Bake: Place the buns on the prepared baking sheet. Bake for 12-15 minutes or until golden brown on top.
