Prepare the Potatoes: Peel and boil the potatoes in salted water until tender, about 15-20 minutes. Drain and mash them until smooth. Set aside to cool slightly.
Cook the Filling: In a large skillet, heat a little oil over medium heat. Add the chopped onion, minced garlic, and diced bell pepper, sautéing until softened. Add the ground beef and cook until browned. Stir in the canned tomatoes and let it simmer for 5-7 minutes until the mixture thickens. Season with salt and pepper to taste.
Assemble the Rolls: Once the potato mixture has cooled slightly, divide it into equal portions. Flatten each portion into a small oval shape and spoon the ground beef mixture into the center. Top with a slice of mozzarella cheese, then carefully roll the potatoes around the filling, sealing the edges.
Cook the Rolls: Heat a little oil in the skillet again. Carefully place the stuffed potato rolls in the pan, cooking until golden and crispy on all sides, about 8-10 minutes.
Serve: Serve the rolls hot, garnished with fresh herbs if desired.
