In a bowl, combine the cream cheese, cheddar cheese, olives, cilantro, scallion, and garlic powder. Mix everything well until smooth and well incorporated.

Spread the Filling:
Lay out the tortillas on a flat surface. Spread the cheese mixture evenly over each tortilla.

Roll the Pinwheels:
Starting from one edge, tightly roll up each tortilla with the filling inside. Once rolled, slice them into bite-sized pinwheels (about 1-inch wide).
