Preheat your oven to 375°F (190°C) and lightly grease a baking dish.
Cook the Potatoes:
In a large skillet, heat 1 tbsp olive oil. Sauté the sliced potatoes in batches for about 3–4 minutes per side until lightly golden and semi-tender. Season with salt and pepper. Set aside.
Prepare the Meat Layer:
In the same skillet, heat vegetable oil. Add chopped onion and garlic, sauté until soft. Add ground meat, oregano, and chili flakes. Cook until browned and fully cooked through. Season with salt and pepper.
Make the Egg Mixture:
In a bowl, whisk together eggs, milk, and a pinch of salt and pepper.
Assemble the Bake:
Place a layer of cooked potato slices on the bottom of the baking dish.
Spread half the meat mixture over the potatoes.
Repeat with another layer of potatoes and the remaining meat.
Finish with a final layer of potatoes.
Pour the egg mixture evenly over the top.
Sprinkle grated cheese over the entire surface.
Bake:
Cover loosely with foil and bake for 25 minutes. Remove foil and bake an additional 10–15 minutes until the top is golden and the eggs are set.
Cool and Serve:
Let the bake rest for 5–10 minutes before slicing. Garnish with parsley or basil if desired.
