Preheat the oven to 180°C (350°F).
Heat 1 tablespoon olive oil in a pan over medium heat. Add diced potatoes and cook for about 8–10 minutes until slightly golden. Remove and set aside.
In the same pan, heat the remaining oil. Add onion, garlic, carrot, and bell pepper. Sauté for 5–7 minutes until softened.
Stir in the chopped spinach and cook for 2 minutes until wilted. Season with salt, pepper, and spice blend.
In a separate saucepan, melt 1 tablespoon butter. Stir in flour and cook for 1 minute. Gradually whisk in warm milk until smooth.
Add nutmeg and half the shredded cheese. Stir until melted and smooth.
In a baking dish, layer the potatoes with the vegetable mixture. Pour the cheese sauce over and sprinkle the remaining cheese on top. Dot with the last tablespoon of butter.
Bake for 20–25 minutes until bubbling and golden on top.
