In a large bowl, combine minced meat, eggs, onion, garlic, black pepper, salt, paprika, and breadcrumbs.
Mix well until evenly combined.
Shape into small rolls using your hands.
Heat olive oil in a skillet over medium heat and brown the rolls on all sides. Set aside.
Make the Parmesan Sauce:
In a saucepan, melt butter over medium heat.
Stir in flour and cook for 1 minute.
Gradually add warm milk, whisking constantly to avoid lumps.
Add Parmesan cheese, salt, pepper, and nutmeg. Stir until smooth and thick.
Combine and Cook:
Place the browned meat rolls in a baking dish.
Pour the Parmesan sauce over the rolls.
Bake at 180°C (350°F) for 15–20 minutes, or until bubbly and golden.
