In a bowl, mix flour and salt.
Gradually add water and knead into a soft, elastic dough. Cover and let it rest for 30 minutes.
Prepare the filling:
Combine ground chicken with onion, garlic, ginger, chilies, cilantro, soy sauce, sesame oil, salt, and pepper.
Mix well and refrigerate for 10–15 minutes.
Assemble the momos:
Roll dough into small balls and flatten into 3-inch circles.
Add a spoonful of filling to the center.
Fold and pleat the edges to seal.
Steam the momos:
Place in a greased steamer or lined basket.
Steam for 12–15 minutes until translucent and fully cooked.
