Preheat oven to 180°C (350°F). Grease a baking dish with butter or oil.
In a skillet, sauté chopped onion and bell pepper in olive oil or butter until soft (about 5 minutes).
In a large bowl, combine thinly sliced potatoes with cornstarch, salt, and pepper. Toss well.
Layer half of the potatoes in the baking dish. Add half of the sautéed vegetables, ham, cherry tomatoes, and cheese.
Repeat with the remaining potatoes, vegetables, ham, and cheese.
Pour the milk or cream evenly over the layers.
Cover with foil and bake for 30 minutes. Remove foil and bake another 20–25 minutes until golden and bubbly.
Let rest 10 minutes before serving. Garnish with fresh herbs if desired.
